Do the 40 tourneys include all and only ‘STEP 2’ entries?

IE. you use the initial $27 and win a ‘STEP 3’ seat carrying over again to win a ‘STEP 4’ seat and win a ticket – is this all one transaction/entry? And count towards the one initial $27 step2 buy-in?

basically i play a step 2 win a step 3 seat play step 3 win a ticket to step 4 that would all be one transaction. any repeats played again all step 4 tickets cashed out.
